Disintegration Not Working

Thanks for your report, this is intended. "Disintegration" grants Critical Strike Chance for wands, this only effects attacks.
If you want to increase your Spell Critical Strike Chance, you will need to use an Anointment where the Notable gives Critical Strike Chance for Spells.
