"A Fixture of fate" quest is broken

i have read description of the quest, checked the location of quest, explored whole map. Still unable to find any lead related to this quest.

" TIP: The entrance to the archives is hidden, to access the area you must find "a loose candle" somewhere along the walls. Holding the alt key (default) will allow the text to show, without the need to scroll over it. Its not on the same map as siosa , you have to find the candle to open the entrance. | |
