Very high CPU Usage

I don't know if it's just me, or maybe it might be my computer specs, but i'm having issues of 90%+ CPU usage from just opening the game.
While doing any sort of content even it's zoomed-in/out, resolution, graphical quality, the game still using too much CPU while my GPU is at usually 10%-20%.

( Yes, i tried re-installing the game, deleting cache, documents etc. )

This is my current setup:


AMD RX 470 6gB
Intel core 5 3330
16 gB DDR3 Ram 1600mhz
SSD 240 GB
