Ailment Scaling with Hits

Is there a way to make a build viable with poison or ignite or bleed as the primary source of damage such that it can do at least t16 and uber elder decently without scaling the hit of the damage to the point that you need to include something to deal with reflect in your build? What is the point of scaling the damage of these ailments if you need to scale the base hit anyways?

You don't NEED to scale the base hit. You can actually lower the damage of hits on ailment based builds, thanks to perfect agony.

Most people still prefer to have SOME damage so that they can still leech decently well. It's entirely possible to scale the ailment damage enough without adding too much damage to the hits, but most people dislike the investment needed and the playstyle of those builds.
