Need help with Passive Understanding. Please help!

I'm trying to making a lightning arrow build and I've seen two sides of an argument that say that you need to crit to shock even with the %shock chances that are in the passive skill tree. The other argument says that you don't have to crit to shock, instead just get the passive shock %chance to compensate. I want to know if I want to get Resolute Technique or not, since if I don't get it ill have to either stack dex to get Lioneye's or accuracy. Thanks for the feedback!

I guess it depends on how much you want to shock the enemy. I'd imagine that if you crit, the longer the shock will last (because you will do more damage).

Caveat: I'm just a newbie.
