dc.can't get past cathedral rooftop act9 after 5hrs playing

just got some free time so been playing approx 5hrs straight, finished act8 from california server though im from asia (japan and sg server keeps crashing) and to find banon in cathedral rooftop 1st quest act9, i have to click on that stair..then loading starts..and back to login screen.. tried it 4x on cali gateway..5x on sg.. 3x on japan.. now im writing this. is this my hardware? or my isp? if its my isp i shouldnt be even able to login or talk to sin or lani..right?
