Where can i find the recipe for " Can have multiple Crafted Mods "

Sorry I been away for like 3 leagues and with so many changes its bit confusing now. Where can I find this recipe? is it just random or are there crafting benches located in certain static places?

Multiple Crafted Mods is found after defeating the Pale Council encounter. | |
