Hale Negator. Is anyone using this item? Any ideas on how it synergises?

Aside from the seemingly unanswered question of the timing of when the regen happens, I'm wondering if anyone can help me figure this item out.
I'm using it at the moment, but it seems like I get a lot of savage hits that do not make me lose spirit charges, nor proc any sort of healing.

Any idea why this may be so?

Are you sure they're savage hits? How many abyss jewels do you use?

The timing should be instantaneous with the hit, so it's possible that you're just not noticing the recovery because you still take damage.
I use Hale Negator and I can confirm that it is working as intended.
The item proccs when a min of 15% of your life pool is removed in one hit.
Note: it has to be 15% of your life pool, not incorporating MoM or ES.

This item is meant to be a fail-safe when your other defensive layers failed.

Works great with max block builds or others that can negate or avoid damage for a couple of seconds so the spirit charges can fill up again.

I'm using it with dodge, so I guess I thought it was the dodge keeping me safe.
With 8 charges, you regen 24% of max life, so if I think of it sort of like a "24% more life vs savage hits every 8 seconds" defensive layer, that might not be too far wrong?
I think Hale Negator can be a very nice addition to a dodge build,
especially if you are somewhat ranged and have high mobility to manually dodge mechanics.
