Is this a bug?

So I'm trying to get into the eternal labyrinth, I seem to be complying with the requirements. Nevertheless the activate button won't activate.

Am I missing something here or is it some kind of bug?

hmm, maybe you need to complete the 3 normal LABs before you can do that.
Have you done that on this char ?
