No permanent leagues in standard

I have a level 72 character in standard but so far i didn't encounter any Breach, Abyss, or any elder maps i did all the acts and now i am completing my atlas, shouldn't be there any permanent leagues in standard or am i missing something.

1. breach is in the perma league though only in maps and the encounter rate is pretty low (10% or less)

2. Abyss is also in the perma league, you should start seeing them in part two...again though the encounter rate is pretty low and if you don't explore you will be missing some.

3. elder and shaper influence should appear on the atlas, though elder influence can disappear if not expanded/managed...it would take several more maps for it to appear again.

Also, the elder's influence only starts to spawn past a certain epilogue quest.
