Modification not taking effect

I have applied a 65% increase in Evasion and energy Shield to my armour.
How ever when I remove the amour the evasion value does not change.

This is not a bug; it is a local modifier.

Your armour has 0 Evasion and 0 Energy Shield, thus a 65% increase is an increase of 0.

but if there is no Evasion or energy shield on the armour why should I be able to apply the modifier. don't make sense IMHO.

The same reason the game allows you to throw your current gear on the floor if you wish.

The game developers seemed to like the idea of building a consistent system with consistently predictable rules (well, predictable to them, at least.), and giving players the freedom to do whatever they wanted within that rule-space. X modifier always has the specific effect of calculating a Y on Z type of thing. They also seem to avoid "hand-holding" mechanics, such as repeatedly saying that you can't buy-back items that you sell to an NPC vendor.

0 is a number, and applying a 60% increase to that number is a perfectly valid calculation within the rulespace of "base evasion * increased evasion * etc. = net evasion." The game developers would have to write a specific exception to the rule based purely on a human aspect of value, which would probably take hours and hours of game code just to protect people who basically try to buy $1 for $5 thinking they've bought a $10 check. They'd prefer people to just read that $10 check & apply math logic to find out it's just $1.
