Choppy Gameplay?

I am getting choppy gameplay. Here are my settings: http://prntscr.com/kipd01
I'm not sure what I should be setting thme to, I just want it to not be choppy. Any help? my ms is 50-60 "Bonus points if it is Scion/Witch because they have nice knees. Run DX11, enable multithreading,go 16x anisotropic filtering (it has no impact on performance) disable reverb in sound options, report back :)
