Could we have a development manifesto on improved server stability?

Texas, California, DC, London, etc... holy hell, do I get some serious latency spikes.

I've monitored my network and ingoing/outgoing traffic and haven't noticed anything on my end. Is this a problem for only a portion of the game's population? Is it my location? My ISP? Is it something on their end?

I can't recall this issue affecting me prior to the Flashback events.
