Alva not creating incursion zone

I talk to Alva and click "Enter Incursion" but she never opens the portal. I believe I opened this map with 0 incursions remaining on my last incursion run so maybe it bugged out: Sequence of events:

Finish incursion 11 -> Open new map -> realize I have 0 incursions remaining -> Did NOT enter map -> complete temple -> return to new map and run into this bug(?)

Not sure if intended seems like i should be able to open this incursion
