Thoughts on freezing pulse build. Also does Life Leech with with the build?

I have re rolled a hardcore templar and wish to go freezing pulse. I have not seen any freezing pulse templar builds so i decided to do my own. Please tell me what you think.

Also I wanted to know if life leech worked with freezing pulse. Someone told me it did but it was so useless it was like not having it at all.
