Almost naked guy following me around

I've seen this a in a few different maps after clearing a pack of foes. Suddenly there is a skinny near-naked guy wandering about the place, and he keeps following me around without really doing much else. I can't see any skill or anything like that on my gear that could trigger it, so I'm thinking it maybe is a bug. That maybe one of the foes for some reason end up following the player around.

Thanks, probably the hostage then. I actually saw there was a note of a Vorici mission in another similar screenshot as well, so figured it must be related. Wish I saw that before making the thread.
