Why exactly does PoE have so many white and blue drops anyway?

I really don't see why it's an issue when everyone uses uber strict filters anyway.

Whites still do have a place in this game as some people chance or sell them( leather belts / sorcerer boots / gold amulets / SSF unique hunt).
