IIQ affect the total number of items you get from monsters.
IIR affects the chance for a given item to become magic, rare, or unique. (Thus it has no effect on currency, divination cards, etc. as those can't drop in different rarities.) So with more IIQ, you will get more items in general. With more IIR, more of these items will be of higher rarity. Last thing to note is that drop rate of Maps is not affected by your character's IIQ, only by the IIQ gained from the map you are running and from monster modifiers.
