Is a jewel socket a notable?

Jewel sockets were originally notables, but that is no longer the case.

This jewel doesn't grant anything to the character. If jewel sockets were still notables, nothing would change with regard to the jewel. I don't know when they were changed to not be notables, but I suspect it was a while ago and it's just never come up.
