Intense Lag when Hitting Mobs

When I play on my Cast-on-crit/Cospri's character, everytime I cyclone into a pack of enemies and proc my frostbolts/freezing pulses, my fps drops to 0 only to find either me or my enemies dead 2 seconds later. I tried removing my cast on crit and self-casting my frostbolts, but the lag is still there every time I hit a pack of mobs. I put my frostbolts on a spell totem support, and the lag has lessened, but I'd rather not play totems as I think that playstyle is about as interesting as watching paint dry.

I do not believe it is a network issue since there is no packet loss. I did not experience this issue 2 weeks prior. Please save me from having to play totems next league.

I know it's a crappy laptop but I was able to play just fine with all of my settings turned down before.
regardless of what you are doing the test shows you are getting upto 1400+ms spikes at the router, then you start loosing packets on the third hop.

1. unplug the router and leave it for a few minutes, then try again

2.Use a wired connection (at least to test, which would tell you if it's just the wifi thats the problem)

I reset my router and the problem is still there. If it's purely a connection issue shouldn't going into predictive mode at least alleviate it? My fps still drops to 0 when I hit mobs. If cast on crit was the issue then self-casting frostbolt shouldn't drop my fps to 0, but it does. Thanks for the help though.

I'm using AMD, and I tried rolling back my drivers before, still didn't work. I've also flushed my TCP/IP many times. Thanks though.

I tried using a wired connection. It made it a bit less laggy, but my fps still dropped to 0 whenever I cycloned a mob.
