8 Red Elder Kills / 0 10-15 Frags?!

Recently I have just killed my 8th red tier Elder, I do the usual jazz of killing shaper maps adjacent to elder maps to spread the elder influence, and I try to steer him towards the red maps.

I have successfully done this 8 times now spawning atleast 3 of the 4 guardians on red maps along with the elder, and of all those times not once have I gotten the blue ring around an elder guardian map to signal a fragment.

I have been stuck at 10/15 fragments on standard and abyss since the expansion, I have also done this process on standard a few times but 8 recently on the league.

Am I just this unlucky, is it pure RNG on the red maps or am i doing something wrong?

I dont understand getting more than 2-3 shaper orbs since you don't want your favorite 15 competing with other 15s 14s with 14s and so on but yeah it's a pain. You basically have to get elder on every map to reveal all of them

Be sure to have your guardians on at least T13-15 maps.
T11-12 not enough.
