T1 Map with full Atlas?

Simple question, how can you get T1 maps with a 100%+ atlas if all map will drop with +1 Tier? with the elder guardian hanging out in T1 maps, it feels like there should be a way to get them.

You can get them in story areas, lab, T1 maps and that annoying lost maps prophecy,

Normal Atziri runs drop a bunch IIRC.

They will only drop with +1 tier if the monster that drops the map has a high enough level (69 for tier 2) - so any white monster in a tier 1 map will still drop tier 1 maps.
However, any rare, magic or unique will drop at least tier 2. Bird lover of Wraeclast
