settings doesnt work through ini file

Anyone know why? I usually set my quality to 4 so its super low and the graphic would look like runescape and i would get fps boost but after 3.1.0 patch it doesnt work anymore

As far as i know the patch reduced the asset files in size yet again as such their impact on the ram was reduced, changing the texture quality only effected the ram usage...i would guess that after the patch they felt that they overall ram usage was low enough that even reducing the settings via the ini file wasn't going to make much if any difference
