Quick Discharge DPS question: What yields more dmg in this example - flat dmg or %-wise?

Not going with any regular discharge build, just want to check what yields more dps on discharge itself:

Elemental Focus adding around 48% elemental dmg to discharge
Empower L3 increases discharges dmg of each element around 5-110 flat dmg

I can see that the number goes up adding Empower, but with Ele focus, nothing changes. And since you cant see dps ingame (or I couldnt see it with PoB aswell) can you tell me here what would yield more dps with Discharge? +48% ele dmg or Empower 3?
