I have gone back and triple checked your account and you're not missing any passives on the production realm. You're currently level 92, have 115 passive skills allocated, 91 from levels, +24 from passive quests.

I'm not sure what other issue you believe to be experiencing.

When I originally looked at your character internally you were missing those skill points as the quest state was still waiting for you to talk to her and complete the quest. At some point you would have talked to Lani, received the book and not realised.
