PoE unplayable (Freezee/Lagg spike)

In the past 3 days poe is totaly unplayable, i can't even move when i am in the city (such as lyonese's watch), and if i "finally" go in my HO this problem doesn't persist, but when i go in a map or in the other players HO the game insta-freezing and i can't do nothing; (yes i'm a vodafone customer) i tried to use programs like WTFast or other kind of stuffs to change my internet traffic but the problem persist...is this normal?
