Severed in Sleep, Culling strike?

Hello. I just corrupted Severed in Sleep with Culling Strike.
As of my understanding this is global, but is it THAT global that it applies to minions?
If it is. How do I value this?
Afaik this is the non-upgraded version. Idk if the other one is completley different.
