orb of chance recipe

I'm looking on the poe wiki and one way to get an orb of chance is to sell a "complete set" of items to a vendor. I can't seem to get the offer to be anything except the results of selling them individually. Does it matter which Vendor?

Any vendor works. Make sure you include rings and amulet too along with either 2-handed or two one-handed weapons.
