All Resistance passives not working?

Is there a bug that these are not working?
i Currently have 46% all res from passives but it doesnt show up on the defence sheet.
When i take all gear off it is on 1%.

You loose resistances as you progress in the game (at the end its -60 to all resistances). I guess you are currently at -45 and thus.. you have 1% resistances.

Those resist decreases previously happened when you completed difficulty, now they are tied to some "final" bosses of acts. There is a message informing you about resistance drops when you kill them. I guess you missed it. (also if all of this is true, you should have -45 chaos resist)
