Curious about cosmetic effect - ice spekes or ice crystals potruding from back

I saw this on a player yesterday. It looked like ice spikes or ice crystals sticking out of a players back. It wasn't the arctic wings I'm certain. Anyone know the name of it or how to get it. I didn't see it in the micro transactions menu.
