fps spiking

For what seems like no apparent reason during combat and when certain audio is pulled to play my framerate spikes to what seems to be 0 for a brief second. I cant tell if perhaps the game isnt caching correctly or something.
I recorded a short video of it in action with very minimal effects flying around. path of exile is running through steam with windowed fullscreen. Other graphic options and going from dx9 to 11 doesnt seem to change the fact.
Any help would be greatly appreciated, unless the game runs smooth as butter in a few weeks when 3.0 hits. Thanks!

Your latency is fine, it's the frame rendering that's an issue. Since this CPU is rather old, and GPU not quite as old, you're probably running into issues locally.

1.) Have you tried disabling multi-threading in the client?

2.) If you're running DX11, try DX9 or DX9 Ex.

3.) It looks like you're using some sort of v-sync. Have you tried Adaptive VSync? Your GPU should support that. Just disabled v-sync in the client, then enable it in the NVIDIA Control Panel for the PoE client, or globally for all apps.

4.) If you're running in a window mode, try fullscreen.

5.) Finally, please run DXDiag for system info. Use a service such as http://pastebin.com to copy and paste your info, then link it here. Guide: http://tinyurl.com/dxdiag-info-guide. That will help us continue to troubleshoot.

3.0 fixed nothing, still get obvious stutters on certain spell or audio cues, no idea what would fix it. Audio wasn't recorded, obs didn't like that I had new updated realtek audio drivers installed this morning. These stutters seem to have no rhyme or reason.
