Can't Launch Game with DX11 with third monitor plugged in

I set the game to run with DX11.
I ran the game, nothing happened, so I ran it again.
It says you can only have one client of PoE open.
So I check task manager and I see that there is a PoE process taking up 25% CPU but no window is being opened.
So I check log file and see that this message being printed over and over:

"2017/05/19 22:39:40 310484 140 [WARN Client 2844] Output for adapter NVIDIA GeForce GTX 980 Ti of \\.\DISPLAY8 has no display modes. Skipping."

I use my TV as a third monitor, which I have connected to my computer using a a VGA to USB converter.
When I unplug this connector and run PoE, it loads just fine. If I run PoE in DX9 even with it still plugged in it also loads just fine.
