guardian of the mound invasion boss

well I need this invasion boss for my challanges in legacy I have a site that says it spawns in coasts or twilight strand. spend like 30 invasion stones and still didi't find him. any 1 can help me out here? does he spawn in other areas or I am just unlucky? every 1 that I ask seems to have him already done.
