Bisco's Collar

I've started using Bisco's Collar, and it say I get a level 15 Purity of Elements. But it seems that my resistances don't change (in character screen) when I put on or take off the collar in my HO or in an active area. What am I missing?

You get the skill, it must be activated just like any regular skill.
And worst change is putting almost all bosses in new version of maps into fucking small areas, where you can't kite well or dodge stuff. What a terrible idiot invented that I want say to him: dude flick you, seriously flick you very much.
