About a threshhold jewel.

I had a cool Idea for a threshhold jewel for Rain of Arrows!!
What if you had a Jewel where if you had a diffferent set of stats something different would happen or
you could have a certainn element.
Say you have 40 int in the area, it would cause shocked ground after you used Rain of Arrows.
40 Dex would be CHilled ground, and 40 Str would be Burning ground. or it could somehow be based off of which element is your highest somehow? Maybe evenn working with Chaos being desecrated ground, and if pure physical it could be bleeding ground similar to the Cyclone guy from Atziri.
