Game totally broken for me

I experience heavy lag all the time and my character freezes, unable to do anything. I've tried both predictive and lockstep connection, but both give me the same result. I've tried tweaking graphic settings, changing monitor, graphic cards(yes lol), restarted router and all without any luck. I run the game at 25-30 ms all the time even though I freeze literally every 5-10 second and it oftens last for 30sec-1 minute. I literally don't know what to do anymore.

I tried installing the game from non-steam version and everything was good until 1 hour later it started freezing again and heavy lag even though ms status showed stable between 25 and 30 ms all the time. Seriously, no one is experiencing the same issue as me? It's literally unplayable :(
