All it says is it'll appear in area where bandits don't normally appear. As such, it picks an area from act2 where none are naturally. That means it can be anywhere except in Southern & Western forest, Broken Bridge, Crossroads, Riverways, Old Fields or The Wetlands.

As such:
Take the waypoint to Chamber of Sins 2, check chambers 1.
Take the waypoint to Crypt, check Felshrine.
Take the waypoint to the Cavern,
Take the waypoint to Northern Forest.
Take the waypoint to the Wetlands and check Vaal Ruins.

If it didnt trigger yet, that means it'll be in Weaver's lair, Crypt 2 or the Vaal Pyramid proper.

Oh, i forgot the side areas, it can prolly spawn in The Den or Dread Thicket too. Never had to look that far though.

I will confirm that it can and does proc in the Dread Thicket. The prophecy text under the minimap will appear when you waypoint to the Northern Forest proper, I.e. Before you enter the Dread Thicket.
