Voll protector + pcoc + sky forth

If I use cyclone linked with pcoc on a voll protector while using skyforth, will I have a chance of generating 3 power charges with one hit?

Can only gain one power charge per hit or per cast as far as I know.

Yes they all roll independent.
Lots of misinformation above me. You can test this yourself. Take a Trypanon your volls with a single target melee skill and Pcoc inside. strike one enemy in like A1N beach. 54% of the time you will get two charges if Pcoc is 20/20 If you are wearing skyforth too. a small percentage of time you will get 3 charge.
