Help with my build, please!

I made this build/guide. I figured people on this section of the forum are more likely to provide input, here is the original post:

I just started the character, and would love to get some input on any changes I can make while I am levelling, as it is easier to make the changes before I have implemented the build fully.

This is my first attempt at making a build on my own. I did do a lot of research prior to putting this together, though.

Input I would like:
-Gear suggestions (if said gear is better than a rare)
-More efficient passive tree pathing
-Skill setups (As long as I am using SR and CwC, as that is the intent of the build. I want to make that concept work.)
-Any other feedback, provided it is constructive; not build-bashing.
