Question about blade vortex build

Is it possible to run blade vortex with Sceptre ( Doryani's Catalyst ) I also wanna build Blade Vortex around Queen of the Forest if that is possible i havent seen a build with QOTF, main idea is to be life base with high mov spd and ofc high crit damage, and Tanky. Is there any build out there with this setup? i havent seen any yet but would like to try one.

main goal of the build is to farm Uber Lab.

Do you guys have any passive skill tree for this and any idea how to make this work ? Would love if some one could help me on this =)
