Will there be randomized quests?

One of the things I'm interested to see what some of the new ARPGs will do with is quest randomization. I don't think it's been spoken of for PoE. Just wondering if it'll have them.

I don't think there will ever be random quests. GGG has stated they don't like fetch quests and would like all of POE's quests to 'feel' important, like you aren't running some trivial errands

You leave town and if RNG rolls a 1 you encounter Dave the bandito ravaging seven women and you can slay him or the women for differing prizes.
If the RNG rolls a 2: INSTANT DEATH |
