Does fireball buff mean flame sentinel spectres are buffed?

Or is their damage unrelated to the skill gem?

Unrelated, if a skill gets some sort of functional improvement, like extra projectiles or whatnot they will usually change both skills, but numerical balancing is separate.
Wish the armchair developers would go back to developing armchairs.
