how often do you have to chance belts to get that expensive one?

Assuming you mean headhunter, you have to chance in nemesis modded maps via the Zana map device which basically means most people save up 6 portals worth of leather belts and chance orbs at a time, open their map with the nemesis mod, and spent all portals on changing the belts they brought in.
I don't know what the average is but it's not low, there's a reason it's expensive. |

It'll take a few thousand leather belts on average, and as vesuvius said they'd have to all be chanced inside of a zana-nemesis-modded map.
