Question/seeking advice on CocRain builds

So ever since playing in closed beta, I have yet to try a CoC build aside from discharge. I am very curious about them, if only for the cool visual spam and (?) awesome clearspeed. I generally am disuaded from trying those out as it, no offense if this is your jam (to each their own!) but just a staple archetype of softcore tooltip hero stuff with 3k hp. All my builds I play in hardcore typically get past level 85-90 and have a huge emphasis on tankiness while retaining tier 1 clearspeed meta stuff.

TLDR;

- Can you recommend a CURRENT/RELEVANT (read: not some rehashed 2.2 guide) guide or at least build you used for a CoC Quill Rain that won't just rip in hardcore 2.3, and that can run reflect maps or at the very least not be at risk to ripping to nemesis reflect mobs?
