The Way Forward bug - not available nor completed

Finished act 1, went straight to western forest to go grab the skill point from The Way Forward, and he doesn't drop the emblem, the path is already open and there's no quest available. No quest shown as completed either. Tried reloading it a few times and he still doesn't drop it and the quest is not available in town. Never seen this in all my years playing. Also no loot filter active, and have toggled loot multiple times, it just doesn't drop. Nothing drops and the pathway is already open and I have never been here.

Also: /passives says I have the way forward one despite never doing the quest. It is wrong. I am level 19, it says I have done dweller and fairgraves, and I have 21 total points. 19+2 from A1 = 21. If I had been credited for The Way forward, I'd have 22, but I do not. I've never done the quest; I just got there.

If it helps, at level 19 you would have 18 passive points as a base from leveling, not 19.
18 + 3 = 21?

Not saying that you don't have an issue, but as presented it sounds like the game is counting this quest?

I am having same problem but in LW went to cruel difficulty now I have no active quests available at all.

It is not wrong, you are. As Pehr said, you should have 18 from leveling 18 times and 3 from quests. The quest was given in act 1, so look there for the completed quest log item. /passives tells you how it added up your points, so you should know where they came from.

Not sure how I am wrong that I never completed the quest. The skills are correct. That doesn't explain the bug.

Open your quest log to act 1 and find the quest that says "the way forward". Is it greyed out and say you completed it and got the reward?
