[Prophecy Theory] Wand CoC

Hi guys, looking for some help creating/optimizing my build. A long time ago I had ran Spectral Throw CoC and also a Kinetic Blast wander. For the upcoming league, I am thinking of a build that meshes both of these.

My weapon of choice will be Piscator's Vigil. To utilize this I will be planning on running Anger, Herald of Thunder, and Herald of Ice. My attack to proc CoC will be Kinetic Blast.

Normally that I've seen, CoC builds will focus on the spells cast after the crit, but I would like to buff both the attack and the spells.

Will use Hybrid armor with ES to use skills via EB since all of my mana will be reserved.

If possible, I will use Anger and Grace in an Alpha's Howl with Enlighten.

Links not finished.
Movement skill (flame dash?)
Not enough life.
Death by Ele reflect.
Worthiness of MoM with EB.
Not enough critical strike chance to reliably proc CoC.
Removing Crit Multi for elemental overload.
Low Defenses

Would it be better to reroll as Shadow/Assassin and then unspec out of Elemental Overload and get more crit multi?
