Painforged's additional block and the anvil's +3 to max block

I notice when painforged activates I hit max block at 75% but the +3 from the anvil doesn't come on. It only does so when I use rumi's to make up the deficit (at 67% block without either). Is this a bug?

There shouldn't be any problems with it, how much block you got without painforged?
Wish the armchair developers would go back to developing armchairs.

Without it's at 67% and painforged caps me at 75%.

It doesn't cap you, the passive adds 8% to block, not 11%.
Wish the armchair developers would go back to developing armchairs.
