Atrophy skill passive question

I am curious about the part where this skill says increases chaos skills cast speeds by 4%. Obviously this will work with the base skill gems that have "chaos" in the description. I would like to know if you have items that convert your damage to chaos does the cast speed then apply to those skills your dealing chaos damage with?

Nope. Whether a skill is chaos (or anything else) for these purposes is determined entirely by the gem's tags.
