Say I have Endurance,Power and Frenzy charges....If I have a lvl 3 Cwdt linked with immortal call And a higher cwdt linked with discharge...When I take a hit hard enough to set off the discharge link,Will the lower level always proc first...taking my endurance and leaving the other 2 for discharge ?

The order of CwDT procs doesn't depend on level, it depends on gem placement. Within each item, it goes in link order starting at the top left. Between items, main hand > helmet > off hand > chest > gloves > boots.
