I´m level 97 with 116 skill points and PoePlanner shows a required level of 95 for my passive tree:

Yes you have. You get 21 skill points from quests, plus up to three more from bandits. Type /passives in chat in-game and it will tell you which quests you've gotten passive points from. You can see what you've missed there.
